In 2023, Ramsey County Library (RCL) remained committed to fulfilling our mission of connecting the community, inspiring curiosity and cultivating learning. As part of ongoing efforts, RCL engaged in a collaborative process to develop the 2023-2025 Strategic Priorities, ensuring that library services align with the evolving needs of residents. There continued to be a steady recovery in the utilization of services and spaces, reflecting the value and relevance the Library strives to provide to its community.

21st Century Library: Computers, Wi-fi and E-books

In 2023, in-person visits to the library continued to increase, up 14% from 2022. Library circulation grew steadily while website visits increased 13% after a slight dip in 2022.

Computer and Wi-fi Use

In 2023, both the usage of the Library's wireless network and in-house computers experienced significant growth. Wireless usage increased by 13%, while computer usage went up by 12%.

E-books Circulation

457,971 e-books circulated in 2023, an increase from 2021. Our current e-book collection exceeds 51,500 items. In addition, RCL patrons have access to significant content through the Twin Cities Metro eLibrary.

Learning Opportunities

During 2023, RCL provided both in-person and virtual programming for adults, teens and kids. Events and programming for adults ranged from virtual technology courses taught over Zoom to in-person art classes hosted by Karen Chan Art. Teens enjoyed hanging out on virtual hangouts like Teen Gaming and creating at in-person MakerTeen events. Kids of all ages attended a variety of events, from special storytimes to drop-in MakerKids. In all, there were a total of 2,205 programs (in-person and virtual) attended by 41,565 participants.

Early Literacy and Student Success

RCL provided 919 children’s programs (in-person and virtual) designed to enhance children’s early literacy skills. A total of 11,553 people participated in these programs.
Maker Kids Take-and-Make Kits were designed to help kids learn, discover and explore STEM themes at home. From learning to feed birds to creating a jellyfish suncatcher, kits offer activities, supplies and resource lists related to a topic for a specific age range.

Teen Engagement

In 2023, teen services provided 314 programs (in-person and virtual) that included online hangouts, gaming, teen makerspace and more. A total of 3,775 teens participated in these programs.
Events like virtual gaming provides a safe, welcoming place to hang out online, while in-person MakerTeen is all about making cool stuff with the Library's 3D printer, vinyl cutter, duct tape and other hands-on projects. 

Relevant Adult Programs

Adults don't miss out on the fun at RCL either. In 2023, the Library hosted both in-person and virtual programs that were attended by 26,adults. These programs not only entertained but also supported information literacy through online digital literacy classes. Moreover, the Library collaborated with various partners to offer community well-being programs that covered areas such as health and wellness, racial equity, financial and legal assistance, sustainability practices and social service resources.
