Library Usage
Ramsey County Library (RCL) is a system of seven public libraries in suburban Ramsey County. The library in Roseville, maintains one of the highest circulations of all public libraries in the Twin Cities. RCL is more than books; we also offer public computers, Wi-Fi, makerspace labs, databases and e-books. Each week, the Library hosts an average of 80 free programs, ranging from storytimes for babies and children, to teen tech camps, and lectures and workshops for adults.

Systemwide Circulation
In 2022, residents checked out 2.73 million items, including books, audiobooks, electronic books, movies, music, games and more.
Interlibrary Loans
If RCL does not have what you need, you may be able to borrow it from another library system. This is a free service for everyone with a Ramsey County Library card. In 2022, Ramsey County residents borrowed nearly 14,600 materials from other library systems.

Adult Materials
In 2022, residents checked out 955,000 materials for adults. The Library offers many materials and services for adults including digital literacy classes, makerspaces, conversation circles for English language learners as well as programs on history, jobs & small business, well-being and more.

Young Adult Materials
In 2022, residents checked out more than 85,600 young adult materials. The Library offers many materials and services for young adults, including virtual activities and programs, Homework Help, and Teens at Home activities and resources. As of January 1, 2020, the Library eliminated late fines for children’s and teen materials to support early literacy and student educational achievement.

Youth Materials
In 2022, residents checked out 964,000 youth materials. Youth can access a variety of materials and services, virtual events and programming, Homework Help and Kids at Home activities.

Other Materials
Ramsey County Library offers much more than books, movies, music and electronic materials.
Residents can also check out a Book Club in a Bag, Storybags, energy meters and bike locks. Memory Minders, a kit for caregivers of those experiencing memory loss, are also available to check out.
Other Programs
Ramsey County Library has pilot programs at select branches. The library in White Bear Lake has global positioning system (GPS) devices for geocaching activities available to check out. Residents can also check out STEM (Science, Technology, Engineering, Math) kits at most library branches. Designed for youth between the ages of 3 and 7, STEM kits allow families the opportunity to perform simple experiments at home.
Laptops for in-library use only are available for check out at the libraries in White Bear Lake and Shoreview. Circulation metrics for laptops are not available at this time.
