The data below provides an overview of the support Ramsey County provided through additional shelter spaces and respite for single adults experiencing homelessness during the COVID-19 pandemic response from March 2020 to June 2022.
One of the many ways Ramsey County supported residents during the pandemic is to ensure those who are experiencing homelessness can physically distance, isolate or quarantine as needed. The Respite and Temporary Shelter Program for single adults reduced the number of people in traditional shelters to allow for social distancing and to meet Centers for Disease Control and Prevention (CDC) guidelines. The county prioritized people who were the most vulnerable to COVID-19, including those who lived with chronic conditions or are age 55 or older.
In March, at the beginning of the COVID-19 pandemic in Minnesota, emergency shelters in the county were at capacity and unable to provide physical distancing options for residents. Since then, Ramsey County provided hundreds of hotel, shelters, and respite rooms for single adults experiencing homelessness. A recovery respite facility is also available to people who are homeless and experiencing symptoms of, or have tested positive for, COVID-19. On June 22, 2022 the funding ended for the temporary shelters ended and remaining clients transitioned to new shelters.

Use of COVID-19 respite
The respite site is for single adults experiencing homelessness who are symptomatic or COVID-19 positive. Once the client recovers, staff help them plan their move. If the client was staying in a shelter before entering respite, their room is held for their return. Their stays are captured in both the respite and shelter data. Throughout this page the total number represents the unduplicated number of clients.

Race and ethnicity of single adult clients
Black, American Indian, and people of color are disproportionately impacted by COVID-19 in Ramsey County and across the United States. This is seen in both the proportion of positive tests and COVID-19 related deaths.
In this section, multiracial American Indians are counted as American Indians instead of multiracial. Counts, rates, or proportions that are less than 10 are hidden to protect client confidentiality.
