Ramsey County Veterans Services uses the Minnesota Department of Veterans Affairs’ Homeless Veteran Registry to help veterans find and secure housing with the help of federal, state and local partnerships.

Compares demographic characteristics of COVID respite and hotel shelters operating March 2020 to June 2022 with all single adults in shelters and total homeless population from the point-in-time count on 1/23/2020 and total county population from the US Census American Community Survey for 2018. Multiracial American Indians are counted in "American Indian" for the respite and hotel shelters and singles shelters whereas all multiracial persons in other data sets are counted in the category "Multiracial".

These are the measures adopted by the Heading Home Ramsey Governing Board for tracking top level changes in homeless population and outcomes in the homeless services system. This data is used in the Heading Home Ramsey Community Dashboard Measures https://data.ramseycounty.us/stories/s/wwpp-7i2j. Except for the total county population and housing bed counts, all of the data are derived from the homeless management information system, known as HMIS. Not all homeless persons are served by agencies that use HMIS and therefore these measures do not necessarily cover all homeless persons.

Many of the measures separate housing project types (shelter, rapid rehousing, permanent supportive housing) because of the different lengths of service and types of interventions. Number of homeless clients entering and leaving the COVID response hotels or respite shelters during a week. Does not include internal transfers. These sites opened in March 2020 and closed in June 2022

Funding from the Ramsey County Investment and Support Efforts (RISE) program for those experiencing homelessness in 2021. The RISE program was established using funding from the federal government through the Coronavirus Aid, Relief and Economic Security (CARES) Act.
