In 2021, Ramsey County launched a workforce development program, Right Track Plus, which helped prepare COVID-impacted young adults, ages 18-24, for new careers.

The Workforce Innovation Board (WIB) of Ramsey County consists of 33 members who are key decision-makers within their respective organizations, bringing insights and expertise into the public workforce arena.

2022 was a year of impact for the Workforce Innovation Board. Through its financial support and direct participation, the Workforce Innovation Board sponsored, supported and hosted many job seeker and business events and activities throughout the year.

The Workforce Innovation and Opportunity Act (WIOA) provides the federal funding for Workforce Solutions to operate programming that serves individuals who have been laid off or lost a job through no fault of their own (dislocated workers), unemployed low-income Ramsey County adults and eligible young adults 14-24 years old who are pursuing education and employment goals.

Following the Office of Management and Budget’s (OMB’s) Directive 14, the Census Bureau uses a set of money income thresholds that vary by family size and composition to determine who is in poverty. If the total income for a family or unrelated individual falls below the relevant poverty threshold, then the family (and every individual in it) or unrelated individual is considered in poverty.

Poverty rates for residents of Color include the combined numbers of people self-identified as Black/African American, American Indian Alaska Native, Native Hawaiian Pacific Islander, Hispanic (non-White) or Asian.

Launched in June 2020, the Small Business Relief Fund has been investing $15 million of CARES Act funding into Ramsey County businesses and self-employed entrepreneurs/sole proprietors. Applications closed Dec. 4, 2020.
